I'm building Veracity on my own, and the test suite seems to be taking far longer to run than it used to. Are the newer tests that much slower?

Most likely you have a test "closet" with many old test repos and configuration entries slowing things down (by many, I mean hundreds or thousands of repos can accumulate over time).

The simplest solution is to find the .sgcloset-test folder in your home directory (or under %LOCALAPPDATA on Windows), and delete it.

That is, delete the .sgcloset-test directory. Please don't delete your home directory. That's really unlikely to work out well. And don't delete anything named .sgcloset (without "test"). Also not a good thing.
